Office and Operations Manager


REPORTS TO:  Pastor of Equipping


Summary of Position:

The Office and Operations Manager is the primary person responsible for the day to day operations of City of Refuge in the areas of bookkeeping, information management, office administration, and human resources administration.

Specific Duties and Responsibilities:

  1. In the area of Bookkeeping, the Operations and Office Manager will:
    a. Perform weekly bookkeeping in accordance with City of Refuge financial policies                                                             i.     Perform all accounts payable functions
        ii.    Perform all account receivable functions
        iii.   Perform monthly payroll
        iv.   Create reports as needed on financial activities
        v.    Enter all donations into the Church Management System (ChMS)
    b. Document financial policies in coordination with the financial management team

        2. In the area of Information Management, the Operations and Office Manager will:
            a.Be responsible for ensuring the completeness and accuracy of the data contained in the ChMS
                i.     Add new members and visitors
                ii.    Update congregant information as necessary (demographics, events/milestones, etc.)
                iii.   Input attendance data for events and classes
            b.Provide ministry status reports to staff and elders as necessary
            c.Become sufficiently proficient with the ChMS to train/assist other staff members as necessary
            d.Ensure information on church website is complete, accurate, and timely


        3. In the area of Human Resources (HR) Administration, the Operations and Office Manager will:
            a. Ensure maintenance of accurate HR records
            b. Provide oversight and management of the personnel evaluation process and corresponding tool/system

        4. In the area of Facility Management, the Operations and Office Manager will:
            a. Maintain a current list of the facilities repair and improvement needs
            b. Oversee the Facility Director, Volunteer Leaders and/or Contractors


        5. In the area of Office Administration, the Operations and Office Manager will:
            a. Represent City of Refuge by being the primary person to field phone calls
            b. Assist the Servant Pastor with scheduling and event needs upon request
            c. Maintain all calendars (e.g. internal calendar, website calendar, etc.)\
            d. Procure office supplies as needed for the ongoing operations of the church

 Required skills:

  1. 1+ years Bookkeeping experience in a non-profit setting preferred
  2. Proficiency with Microsoft Office and other basic computer skills
  3. Experience working with database management systems
  4. Comfortable learning new technology

 Required personal characteristics:

  1. Committed Christian dedicated to serving in the Body of Christ.
  2. Strong interpersonal skills; must exhibit a polished and professional demeanor
  3. Strong administrative and organizational skills
  4. Strong attention to detail 
  5. History of working effectively with a diverse group of people
  6. Basic working knowledge of the Bible with a demonstrated lifestyle that is consistent with its teachings

 Equipment used:

  1. Computer, copier, fax machine, audio/visual equipment, and other office technology
  2. 12-15 passenger van (license and good driving record required)

 Physical requirements:

  1. Ability to walk, stand, climb stairs, sit, bend, and stoop.  Occasional carrying or lifting (up to 20 lbs.) may be required
  2. General good health; normal speech, hearing, vision and speaking skills
  3. Ability to drive

 Communication requirements:

  1. Good planning and time management skills
  2. Strong phone decorum and message writing skills
  3. Good relational (people) skills


Mental/aptitude requirements:

  1. A working knowledge of business office principles and practices
