Office of the General Assembly

This position manages all EPC benefits including: Multiple-employer Group Medical & Pharmacy Plan, Wellness Program, Life Insurance Plan, Long-term Disability Plan, and 403(b) Retirement Plan.

Reports to:       Chief Operating Officer



1)      Ongoing management.

    a)      Manage professionally all Benefits issues escalated by third party administrators (TPA) plus inquiries from potential new EPC churches. Upon TPA initiative, interact and research as needed with vendors to resolve issues when TPA believes a participant’s issue cannot otherwise be resolved.

    b)      Manage and be primary contact for vendors/carriers – Retirement, Life & Disability Insurance, and possible other optional benefit plans. Ensure all operational issues are resolved satisfactorily.

   c)       Manage and upgrade Benefits information tools via Raisers Edge contact database, digital archiving of paper records and use of office server for shared documents.

   d)      Upgrade via electronic web-based tools all possible Benefits participant forms and documents.

   e)      Manage and elevate Benefits communications including official documents, web site, email, education, General Assembly, and needed collateral material.

   f)       Participate with Board of Benefits including assisting Chairman and COO with agenda and logistical arrangements plus recording minutes.

   g)      Oversee part-time Benefits Administrator who continues needed communication with church benefits administrators, administers the Retirement Plan, and assumes other duties to complement/support the Benefits Manager.

2)      Medical Plan.

   a)      Manage TPA – CDS and Highmark – as primary contact for training, oversight, problem-solving, and coordination. Ensure synchronization between all links in benefits chain: churches, individual participants, CDS, and Highmark. Help develop, implement and improve processes and procedures in conjunction with TPA.

   b)      Ensure proficient administration by TPA of Medicare-related tasks including Small Employer Exception.

   c)      Manage and be primary contact for supporting vendors – HMIG Stop Loss Insurance and actuary.

   d)       Manage and upgrade Wellness program in conjunction with Highmark.

   e)      Manage Benefits finances: Med Plan monthly results/status, CDS accounting, bank operations, and Reserve investments; be primary auditor contact; liaison to OGA Finance Director.

   f)      Monitor ongoing Med Plan performance including “per member per month” tracking & other early-alert metrics.

3)      Planning.

   a)      Monitor and research regulatory issues and developments, inform COO with recommendations, and execute appropriate approved actions.

   b)      Lead assessment, recommend and then lead implementation of all benefit plans as directed; e.g. medical plan changes such as geographic analysis / rate review, age-based rates, and pharmacy benefit refinements for 2015.

   c)       Identify, assess, recommend, and upon approval implement large and small improvements to how EPC offers and manages Benefits.

   d)      Assist COO in other intermediate- & long-term planning.





1)      Education: College bachelor’s degree is required; business-related major and master’s degree a plus

2)      Experience:

   a)      Prefer 5+ years of managing human resource function including leadership proficiency in planning and administering medical, pharmacy, life insurance, long-term disability, 403(b) or 401(k) retirement plans.  

   b)      Success managing and working with people in office operational setting

   c)       Employment in either business and non-profit organization; work in both is a plus

   d)      Demonstrated involvement in an evangelical church including serving in a ministry or on a committee

   e)      Contributed to organization improvement through with business process analysis and redesign

   f)       Proven ability working with vendors in business process outsource arrangements

3)      Knowledge & Skills

   a)      Proficient in Excel, Word, Power Point, & Outlook 

   b)      Understands a self-funded medical plan’s business model and regulations, compared to fully-insured plans

   c)      Grasps the what, why, when, and how of business process outsourcing

   d)       Experience with and motivated by authoring and maintaining web page content

   e)      Fluent in church organization, staffing, and administration

   f)      Competent in problem solving and issue/conflict resolution

   g)       Ability to work under stress and set and meet deadlines
